Maps Design program

Trying to use the Maps Design component of Viz World for the first time. It keeps telling me "NO AVAILABLE MAP SERVER", even though I have entered the correct IP address in the SETTINGS tab. I know the computer system is connecting to that server. I have pinged it numerous times from a console window and it connects correctly in Viz Instant Maps. I have also restarted the computer TWICE, both WITH and WITHOUT the Viz Curious hardware dongle.
I am at a loss.

Oh, I forgot...version 13.0.3.10127
 
is VizWorld Server is installed and running ? any Viz World component only works with VizWorld Server.
Map Design center works only with V 14 onward.
